In order to plan a measurement network with radio data transfer, it is absolutely necessary to carry out radio propagation tests in advance. 

During the radio propagation test it is checked whether the planned station sites are to be reached via radio, whether station sites have to be misplaced and wether it is necessary to erect radio repeater stations.
